Tracy and Janet Vance

Tracy has lived in Fairfield for 11 years with his wife, Janet. Tracy and Janet have been married for 32 years and have one son, Ross, and one four-legged son, Skip. Ross is married and works for the City of Fairfield. Janet is a retired court reporter and enjoys her retirement by 

occasionally babysitting their granddog Foxy, working part-time at Jefferson County Health Center, and traveling. Tracy has lived in southeast Iowa since he was 8 years old; before that, growing up in San Diego, where his father was stationed in the Navy.

Tracy comes to the District with 20 years of human resource experience and 20 years of public service as a Firefighter/EMT for the Burlington Fire Department and Deputy Sheriff with the

Jefferson County Sheriff’s Office.

Tracy joined the Burlington Fire Department at the age of 18 and worked his way through College, taking a few semester classes on the “Tracy Vance Scholarship Fund.” He earned his A.A. from Southeastern Community college in 1989, his Paralegal Services diploma from Midstate College in 1992, and his B.A from Western Illinois University in 2005.

Tracy’s human resource experience includes negotiating union contracts and contract administration as a representative of the International Association of Firefighters and the American Federation of State, County, and Municipal Employees unions; human resource assistant with a locally owned corporation that owned three nursing homes, a restaurant, and hotel; as a county supervisor; managing an insurance agency, and as the Executive Director of the Fort Madison and Fairfield Chambers of Commerce.

He enjoys traveling with Janet and their family, gardening, and hunting in his spare time. He is also a lifelong Cubs fan. Tracy is excited about the opportunity to serve as the District’s first Human Resource Manager and work to make the District’s human resource functions more efficient while addressing the needs of our teaching and support staff.
